Hi,
I am having the same problems. I have pasted a copy of the output that is generated no mater what I try to build, even if I try a brand new solution with a MainForm and nothing else. I have downloaded the most resent builds of #D, as has been suggested in other forms describing the same bug. I have also completely uninstalled #D and deleted all #D folders, that I knew about at least, and all references that I could find in the registry. Once I reinstall #D with the latest builds (2017) from the site referenced below, I get the same error when I try to build or run anything in #D. If I zip any of these solutions and send them to a different computer with #D the solutions run with no problem.
What settings in windows or #D is #D using during this process? Obviously it is not in the solution because the solutions run perfectly in #D on other computers. I don't think it is the build version either, because the builds on other computers that run the solutions without the error are older. Since I have completely uninstalled #D and then reinstalled the latest builds and the bug is still present, it seems that there is some setting in windows, or #D registry entry that remains after unistalling, that is causing the error. I hope there is another solution to this than to reinstall my OS. That is not much of a solution. What if it happens again?

I have installed the latest builds from http://build.sharpdevelop.net/BuildArtefacts/
Build started.
C:\WINDOWS\Microsoft.NET\Framework\v2.0.50727\Microsoft.Common.targets(2313,9) : Error MSB3021: Unable to copy file "obj\Debug\test.exe" to "bin\Debug\test.exe". Could not find file 'obj\Debug\test.exe'.
Build failed.
